Importing Korean Snacks & Instant Noodles to India (2026): FSSAI Rules, Duty, Labels & Shipping

Key takeaways

  • Commercial import needs IEC + GST + an FSSAI Central Licence (importer category); every consignment then needs an FSSAI NOC at the port via the Food Import Clearance System.
  • Indian duty on instant noodles (HS 1902.30) is about 30% BCD plus SWS and IGST (5% on noodles and most packaged snacks since Sept 2025); CEPA can lower BCD with a Korean Certificate of Origin.
  • Products with beef or pork extracts, non-permitted additives, or less than 60% remaining shelf life are the main rejection causes — vet the ingredient list first.
  • Personal-use quantities need no licence; for commercial lots ShipKorea consolidates at our Seoul hub and ships DDP to India from ₹690/kg in 6–9 days.

Quick answer

To import Korean snacks and instant noodles commercially into India you need an IEC, GST registration and an FSSAI Central Licence as an importer; each consignment is cleared with an FSSAI NOC at the port (label check and possibly lab test), pays about 30% Basic Customs Duty plus IGST, and must carry a compliant Indian label with at least 60% shelf life remaining. ShipKorea.in buys or receives goods at our Seoul hub, checks labels and ingredients, and delivers DDP to your Indian warehouse from ₹690/kg in 6–9 days.

What sells: the K-snack shortlist

Instant noodles: Samyang Buldak (all heat levels, Carbonara), Nongshim Shin Ramyun (Black, Red), Ottogi Jin Ramen, Paldo Bibimmyeon, Chapagetti. Snacks: Honey Butter Chips, Turtle Chips, Choco Pie (Orion/Lotte), Pepero, Market O Brownies, seaweed snacks (gim), Binggrae Banana Milk (UHT), Milkis, tteokbokki kits, gochujang and ramyeon sauces. Vegetarian-flagged items and non-beef flavours move faster in India — vegetarian Buldak variants and seaweed snacks are safe bets.

Registrations and the FSSAI process

1) IEC (DGFT) and GST. 2) FSSAI Central Licence for import on FoSCoS — choose 'Importer' as the kind of business; the licence is tied to your IEC. 3) For each consignment, file a Bill of Entry and an FSSAI application on FICS (Food Import Clearance System). An Authorised Officer checks documents and labels, draws samples for lab testing (first imports of a product/brand almost always tested; subsequent ones risk-based), and issues a No Objection Certificate. Budget 7–12 days for a first-time product, 2–5 days for repeat imports. Testing fees run a few thousand rupees per sample.

Ingredient and product traps

Beef and pork extracts: many original Korean ramyeon seasonings contain beef/pork bone extract — India restricts import of beef products and consumer sentiment matters; choose export variants or seafood/vegetable lines. Additives: colours, sweeteners and preservatives must be permitted under FSSAI Food Additive regulations at Indian limits — request the full ingredient list with INS numbers. Meat-containing kits need veterinary import conditions and usually are not worth it. Dairy (banana milk, cheese snacks) needs veterinary/dairy import permissions. Alcohol-flavoured items (soju candies) are restricted. Shelf life: ≥60% remaining at import, otherwise rejected.

Indian labelling requirements

FSS (Labelling and Display) Regulations 2020 apply: name of food, ingredient list in descending order with INS numbers, allergen declaration, nutritional information per 100 g/serving, veg/non-veg logo, net quantity, lot/batch, date of manufacture and best-before, importer's name/address and FSSAI licence number, country of origin, and MRP under Legal Metrology (Packaged Commodities) Rules. English (or Hindi) is mandatory — Korean-only packs must be over-stickered with a compliant label before clearance. We apply Indian labels at our Seoul hub so cartons arrive ready for the FSSAI check.

Duty, IGST and the CEPA question

Instant noodles (HS 1902.30) and most snacks (1905.90, 2008.99, 1704.90, 2005.20 chips) attract Basic Customs Duty of about 30% MFN, plus Social Welfare Surcharge (10% of BCD), plus IGST — 5% on instant noodles and most packaged snacks since the September 2025 GST rate revision (18%/40% for some beverages and confectionery lines, so check per code). The India–Korea CEPA reduces BCD on many processed-food lines if your Korean supplier gives a Korea-origin Certificate of Origin (KCCI/Korea Customs). Example: ₹1,00,000 CIF of ramyeon → BCD 30% = ₹30,000 → SWS ₹3,000 → IGST 5% on ₹1,33,000 = ₹6,650 → landed ₹1,39,650 before clearance and delivery. Under our DDP quote all of this is bundled.

Shipping: how to move K-snacks efficiently

Small commercial lots (20–300 kg): your Korean wholesaler or our proxy-buying team delivers to our Seoul hub; we consolidate, apply Indian labels, and ship air DDP to Delhi/Mumbai/Bengaluru from ₹690/kg all-inclusive in 6–9 days. Noodles are bulky — a carton of 40 Buldak packs bills volumetric weight (~11 kg for 5.6 kg actual) — so we repack tight. Above ~500 kg, sea LCL Busan → Nhava Sheva/Chennai (4–6 weeks) cuts freight but still needs the FSSAI process at the port. See Korea to India courier guide and proxy shopping.

Personal use vs commercial

Individuals can receive Korean snacks for personal consumption without FSSAI licence in reasonable quantities (a few kilos); duty applies above the ₹5,000 gift threshold under the courier route and clearance is quick. Reselling personal-use imports on Instagram or quick-commerce is illegal and increasingly enforced — get the FSSAI licence once you sell. Our team advises where the line is for your volumes.

Launch checklist

Shortlist vegetarian/seafood variants with ≥12 months shelf life → get ingredient lists and Korean CoO from the supplier → FSSAI Central Licence → order a 50 kg pilot → ShipKorea labels and ships DDP → clear FSSAI NOC → list on quick-commerce/K-mart channels → reorder monthly at lower per-kg rates.
